Algeria is not opposed to a single mandate for the UN SG

New UN chief is expected to be appointed in 2016.

The same source explains that this position has been expressed by Algeria’s UN representative Sabri Boukaddoum, during an informal session of the UN General Assembly on the selection of UN Secretary-General.

Algeria has presented this proposal as coordinator of the Non-Aligned Movement working group in charge of the Revitalization of the work of the General Assembly.

Algeria’s permanent representative called, on behalf of the Non-Aligned Group, for the presentation by UN Security Council several candidates for the coming designation of UN Chief.

He called the president of the UN General Assembly to start consultations with the representatives of member countries to name potential candidates likely to hold this position.

Boukaddoum has also pointed out for the opening of a constructive debate on the question of UN SG terms, stressing the need for the General Assembly to consider term limits again with the option of a single term in the appointment of the next candidate in 2016, he stressed that the Security Council took too much power, encroaching upon the role of General Assembly in the selection and the appointment of Secretary General.

Moreover, the same official explained that this has been the result of the interpretation of Article 97 of the UN Charter by the resolution 11 of 1946 which seems to be in favor of the Security Council.

The Article 97 of the Charter provides for that the Secretary General shall be appointed by the General Assembly upon the recommendation of the Security Council, while the resolution 11 of the General Assembly states that it is desirable for the Security Council to present one candidate.

 "History and practice showed that other more innovative procedures exist," he noted.

Despite the fact that this resolution has been amended and completed by other provisions, for more transparent and democratic appointment of the UN Chief, these amendments have not been implemented so far.

 "The Non-Aligned Movement regrets that most of these provisions have not been implemented and emphasized the importance of the implementation of those resolutions in the process of selection and appointment of the UN SG," he said in his speech at the meeting.
