TIPASA- The Tipaza court, on Tuesday, sentenced the ex-wali of Algiers Abdelkader Zoukh, tried in court and in first instance, to a sentence of 5 years in prison in the case of granting privileges to the family of Abdelghani Hamel, and to 4 years in prison in another similar case relating to the Mahieddine Tahkout family, with orders for his detention during the hearing.

Regarding the case of granting privileges to the family of the former Director General of National Security (DGSN) Abdelghani Hamel, the former Wali of Algiers was sentenced to five years in prison, with a fine of one million DA, in addition to 10 million DA in compensation for the losses suffered by the Public Treasury.

Abdelkader Zoukh was also banned from holding positions of responsibility within the state and from running for political office for 5 years after the expiration of his sentence.

The former wali of Algiers, Abdelkader Zoukh, is being prosecuted in this case for “deliberate squandering of public funds by an official”, “illegal use of property and public funds entrusted to him by virtue of his office”, “abuse of office and violation of laws and regulations with the aim of obtaining advantages for a third party”.

This trial takes place in the Tipasa court, in accordance with the court privilege procedure, relates to the offer of undue privileges represented by an investment land of 7,128 M2, in the Bab Ezzouar area (Algiers ), and participatory social housing in Ouled Fayet, for the benefit of Hamel Chahinez, daughter of the former DGSN, in addition to the offer of nine commercial premises in Ouled made, for the benefit of his wife, at a ridiculous price. Added to this is the offer of public rental type social housing at the Zerhouni Mokhtar city of Mohammadia, without meeting the conditions set.

In the second case relating to the granting of privileges to the Mahieddine Tahkout family, Zoukh was sentenced to 4 years in prison, with orders to be detained during the hearing, accompanied by a fine of one million DA, and 10 million DA in compensation for losses suffered by the Public Treasury.

Abdelkader Zoukh was also banned from holding positions of responsibility within the state and from running for political office for 5 years after the expiration of his sentence.

Zoukh is being prosecuted in this case for “deliberate granting of unjustified privileges to a third party during the conclusion of a market and illegal agreements, corruption in the award of public contracts, squandering of public funds, abuse of function, conflict of interest, approval of tax exemptions and drafting without legal justification “.

These are several files divided into two parts, the first relating to the issuance of allocation decisions concerning 15 concession rights orders for investment in industrial land for 33 years, granted by the former wali within the framework of its management of the investment file in Algiers of Mahieddine Tahkout, despite opposition from technical services such as Civil Protection and Sonelgaz, according to the president of the court.

The former wali of Algiers also gave certain administrative decisions for “the cleaning up of certain land” diverted “by Mahiedinne Tahkout, like a lot of land (8,000 m2) in the Kaidi business zone (Bordj El Kiffan) and the showroom in Reghaia, in addition to other privileges including two plots of land with an area of ​​28,000 m2 and 16,000 m2.

Regarding the second part of the case relating to a Tahkout bus rental contract and the extension of contracts for 300 buses by the Urban and Suburban Transport Company of Algiers (ETUSA), the accused said that he had made a request to the Ministry of Transport to approve the option of renting 160 buses to provide transport in the new towns, adding that the ministry gave a favorable response on the request with reduction of the number to 100 buses .
