ALGIERS- Minister of public works and transport Mustapha Kouraba said Monday in Algiers that the 2020 equipment budget stands at DZD177.18 billion while the operating budget is worth DZD24.6 billion.
In this regard, the minister said that the new program has allocated 10 billion DA for the maintenance of national roads in addition to 40 billion DA for the maintenance of municipal roads, adding that the list of roads will be developed in coordination with the relevant departments in the wilayas.
With regard to the 127.18 billion allocated for the revaluation of the programs in progress, the first person in charge of the sector pointed out that this envelope will be destined to the finalization of the projects relating to the railway lines and the strategic and socially profitable roads, especially those recording an advanced completion rate.
An amount of 6.34 billion dinars will be granted, in this sense, to finalize the projects of the railway lines between Bordj Bou Arreridj and Msila (60 km) with a completion rate of 100%.
It will also proceed under the same financial envelope to finalize the project of doubling lines Khemis Melian-Oued Fodda (67 km) in addition to the completion of the new line Saida-Moulay Slissen (120 km).
More than 41 billion DA for the revaluation of the extension projects of the Algiers Metro lines
In addition, the minister revealed that an amount of 41.16 billion DA was spent for the reassessment of projects relating to the extension of the lines of the Metro of Algiers. It is, he said, the line El-Harrach-Bab Ezzouar-Houari Boumediene International Airport (9.5 km) and 9 stations (65% rate of progress) in addition to the line binding Ain Naadja with Baraki (4 km) whose work rate reached 40%, adding that 12 wagons and locomotives were acquired for this purpose.
This budget also concerns the finalization of the tramway projects in Mostaganem (14.2 km) (45% progress rate), Ouargla (9.8 km) and Setif (16.2 km), adds the minister.
This budget was also earmarked for the completion of the tramway projects in the cities of Mostaganem (extending over a distance of 14.2 km and comprising 24 stations, where the progress rates have reached 45%), Ouargla (extending over a distance of 9.8 Km and comprising 7 stations, where the completion rate reached 100%) and Setif (extending over a distance of 16%). , 2 Km and with 27 stations, where the progress rate of work has reached 100% for reassessment).
More than 72 billion Da for the revaluation of road projects
Mr. Kouraba said, in this sense, that an amount of about 72.88 billion Da will be devoted to the re-evaluation of several road projects including projects centralized for the protection of the borders of the wilayas of Tebessa, Tlemcen, Ouargla and El Oued with an amount of 3.7 billion Da (these projects extend over a distance of 1,700 Km where the progress rate of work has reached 30%).
Among these projects, the minister cited the decentralized projects for “the protection of the borders of the wilayas of Bechar and Naama (projects extending over a distance of 2,000 km, where the rate of progress reached 95% ).
“In this respect, work has been completed on the duplication of the NR 1 at the section connecting Chiffa and Berrouaghia over a distance of 53 km with an estimated amount of 18 billion Da, as a result of the works of the bypass of the city of Cherchel with an estimated amount of 3 billion Da and tunnels connecting Mostaganem to the east-west highway over a distance of 60 km with an estimated amount of 6 billion Da, “he said.
“The amount of strengthening the development and duplication of other roads at the national level reached 25.43 billion Da,” he added in this direction.
The Minister reported the dedication of an amount of 5.21 billion Da for the completion of various port projects and fishing shelters and an amount of about 1.13 billion Da to the sector of airports intended primarily for the completion of airport runway and airport parking area reinforcement projects.
He pointed out that the completion rate of the Chelef airport runway extension project has reached 45%, adding that the rate of progress of work on the construction of a new runway of landing at Tinzaouaten reached 40%, and that the rate of completion of parking lot construction at the new Annaba airport was 85%, while that of the reinforcement project of the In Amenas airport has reached 100%.
A financial envelope of about 4.2 billion Da was allocated for the completion of the project to build a meteorological station at the wilaya of Tipaza, where the rate of completion of the works reached 90%, pointed out the same official.
The draft budget devoted to the Transport sector provides for a total of 453 million Da for the completion of projects for the construction and equipment of the bus stations in the wilayas of Tlemcen, Tiaret and Skikda, in addition to the amount of 7 Da million spent on equipping administrative structures, the minister said.
Regarding the payment appropriations in the draft budget law, the Minister stressed that they are estimated at 359.85 billion Da, of which 50 billion will be spent on road maintenance (under the new program ), and an amount in the order of 309.85 billion Da under the current program.
Regarding the operating budget, the Minister stated that an amount of 24.6 billion DA will be allocated to the Ministry of Public Works and Transport to manage the services and institutions under its supervision.
The draft operating budget 2020 has decreased by 5% compared to 2019, he added.
The operating budget will be distributed as follows: 7,523,051,000 DA to the central administration, 15,615,135,000 DA to the decentralized services of Public Works and 1,517,479,000 AD to the decentralized transport services, he said .
With regard to subsidies dedicated to public enterprises of an administrative nature under the Ministry, Mr. Kouraba reported DA 301,000,000 or 5.28% of the 2020 operating budget.
It is the hydro-meteorological Institute of training and research in Oran, the National Maritime School of Bou Ismail, the Higher Institute of railway training Rouïba, the National School of application of transport techniques Batna and the Technical Training and Maritime Training Schools in Mostaganem and Bejaia, as well as the National Driving Permit Center (CENAPEC) and the National Office of Maritime Signage.
The contribution of the State in favor of the public economic enterprises will reach 5.184 million DA or 21.03% of the operating budget 2020, announced the minister.
And to clarify that the 2020 operating budget will support the airlines dedicated to remote areas whose opening is scheduled for 2020 as well as the air transport of local and African lines with a 50% discount for destinations in the South on Air Algerie and Tassili Airlines.
This budget will also be used to maintain infrastructure and structures such as airports and railways, the minister added.
