The Council of Europe has adopted a number of organic principles relating to the electoral system and the creation of the Authority, which will supervise all stages of the electoral process.

The new organic law on the electoral regime stipulates that presidential candidates must produce a list containing at least fifty individual signatures by voters registered in an electoral roll.

The signatures must be collected in at least 25 provinces.

The minimum number of signatures required in each province is 1.200.
