Vacancy: Meeting of Parliament to confirm vacancy of Presidency of Republic- Live coverage

Algeria – The offices of People’s National Assembly and Council of the Nation will meet, Tuesday, at the Council’s headquarters to prepare the meeting of the Parliament, in accordance with Article 102 of the Constitution, following the permanent vacancy of the presidency of the Republic ascertained, Wednesday, by the Constitutional Council.

 

The Constitutional Council which had ascertained, Wednesday, the permanent vacancy of the Presidency of the Republic, immediately communicated the act of declaration of vacancy to the Parliament which will meet de jure according to Article 102 of the Constitution.

 

“The permanent vacancy of the presidency of the Republic is ascertained in accordance with Article 102 paragraph 4, of the Constitution. The declaration act of the permanent vacancy of the presidency of the Republic will be communicated today, 27 Rajab 1440 corresponding to 3 April 2019, to Parliament in line with Article 102, paragraph 5, of the Constitution,” the Constitutional Council said in a statement.

Article 102 of the Constitution stipulates that “in case of resignation or death of the president of the Republic, the Constitutional Council meets de jure and ascertains the permanent vacancy of the Presidency of the Republic.”

“It, immediately, communicates the permanent vacancy declaration act to the Parliament which meets de jure.”

 

“The president of the Council of Nation assumes the charge of Head of State for a maximum period of sixty (90) days, during which presidential elections are organized. The Head of State, thus designated, cannot be candidate to the Presidency of the Republic,” according to the same article of the constitution

End of the session of Parliament. Abdelkader Bensalah becomes Head of State for 90 days. The Electoral Corps will have to be convened soon.

10: 40 am: Speaker of the Council of Nation Abdelkader Bensalah officially Head of State for a period of 90 days.

10.35: The Parliament takes cognizance of the vacancy of the post of the President of the Republic.

10.30: The rules of procedure of the session of the Parliament validated. 453 deputies and senators out of 455 present and 15 by proxy, approved the rules of procedure.

10:25 am: Members of the parliament waving placards demanding the resignation of Abdelkader Bensalah.

Parliament officially declares vacancy of Presidency of Republic

 10h21 : Reading of the rules of procedure of the session of the Parliament in anticipation of its validation by deputies and senators.

10h19 :  According to Bensalah, the meeting is devoted to declaring the vacancy of the post of President of the Republic and the activation of Article 102.

10:10 am: Abdelkader Bensalah declares the opening of the session of the Parliament. The vacancy of the post of the President of the Republic will be confirmed at the end of this session.

09h40: Abdelkader Bensalah, Speaker of Council of Nation and future Head of State, arrives at the Palace of Nations.

9:15 am: Amar Ghoul, Senator and President of TAJ, arrives at the Palace of Nations.

9:00 am: Seddik Chiheb, former spokesperson for the RND, arrives at the Palace of Nations. He declares not to recognize the decision of “an individual banned by the people”, referring to the freezing of his membership by Ahmed Ouyahia.

 

08h40: Djamel Ould Abbes, Vice-President of the Senate, arrives at the Palace of  Nations to participate in the meeting.


08:30: The Senators Dean and Vice-President of the Council of the Nation, Salah Goudjil (88), arrives at the Palace of Nations to participate in the meeting of the two Houses.


08:10: At the Palais des Nations, there is a rumor about a possible meeting in El-Mouradia between the now-ex-President Abdelaziz Bouteflika and the future Head of State Abdelkader Bensalah.
8:00 am: Members of Parliament and Senators begin to flock to the Palace of Nations.
Yesterday, the MSP of Abderrazak Makri announced the boycott of an “optional session”, while the PT of Louiza Hanoune confirmed the resignation of its parliamentarians.
