URGENT – RND, under leadership of Ouyahia, “recommends” resignation of President Bouteflika

In a statement issued, Wednesday morning, the day after the appeal of the Chief of Staff of the National People’s Army, the National Democratic Rally (RND) of the former Prime Minister Ahmed Ouyahia, “suggets” the Chief the State to resign, in accordance with the fourth paragraph of Article 102 of the Constitution.

 

While welcoming the call of the General of Army Corps Ahmed Gaïd Salah, the party of Ahmed Ouyahia thanks the President of the Republic for all what he accomplished in his course. It also asks for the urgent appointment of a government.

“We express “gratitude” to Bouteflika for “all he given Algeria.”

The Chief of Staff called, yesterday, for the implementation of Article 102 of the Constitution which stipulates the vacancy of the post of President of the Republic.

This article stipulates: “When the President of the Republic, because of serious and lasting illness, is totally unable to perform his duties, the Constitutional Council meets, and after having verified the reality of this impediment by all appropriate means, proposes, unanimously, to the Parliament to declare the state of impediment.

“The Speaker of the Council of the Nation takes over as “interim president” until new  election is held. That decision has to be approved by a two-thirds majority in both houses of the parliament.”

The article allows the «removal of the president from office on the grounds of medical issues or other problems such as the inability of «exercising his functions.”

The article grants, also, the presidency of Algeria, for 135 days, to the Speaker of the Council of the Nation, the upper house in the Algerian parliament.
