Public authorities determined to rehabilitate rural areas

ALGIERS – Minister of the Interior, Local Authorities and National Planning Noureddine Bedoui said Thursday in Algiers that the public authorities are “determined to rehabilitate the rural areas, notably the areas which have suffered from the horrors of terrorism.”

As part of the regional development policy, the citizens will be encouraged to return to these areas.

“In application of the orientations of President of the Republic Abdelaziz Bouteflika, the public authorities are determined to rehabilitate the rural regions, chiefly the areas which have suffered from the horrors of terrorism during the 1990s. The authorities are willing to encourage the citizens to return to these regions to develop them,” Bedoui said as he answered a question of senator Hamid Bouzekri, on the “underdeveloped” areas in the province of Chlef.

The Council of the Nation held a plenary session on the oral questions, chaired by Upper House Chairman Abdelkader Bensalah.

In this regard, the interior minister added that the “local development is not the sole responsibility of the State,” as the “Local Authorities, namely the municipality, must play greatly contribute to creating jobs and wealth, opening new prospects for investors and promoting assets of their communes.”

The need for moving towards genuine decentralization has been stressed by the President of the Republic in his message to last November’s Government-Governors meeting.

The roadmap drawn by the Interior Ministry aims at “encouraging the emergence of a local economy capable of liberating the local initiatives with a view to valuating the huge potentials and resources in our cities, notably those lagging behind.”

“President Bouteflika has given major priority to the local development, through the five-year programmes covering all the regions of the country, besides the municipal development programmes (PCD),” added the Minister.

Proximity projects and emergency operations were allotted a budget of DZD 200 billion between 2018 and 2019, despite the financial difficult situation of the country.
