Helsinki: Algeria ready to cooperate with European Center of Excellence for Combating Hybrid Threats


Foreign Minister Abdelkader Messahel visited the European Center of Excellence for Combating Hybrid Threats, on Friday in Helsinki, as part of his visit to Finland.

This think tank on new threats and the methods to cope with them, is a prestigious European institution which focuses on the analysis of the evolution of the concept of security in the light of the mutation of threats as well as the conceptualization of the hybrid threat.

The Center also develops networks of specialized experts, provides training in this field, publishes reports and background documents, as it maintains working relations with many partners including the European Union.

The Minister of Foreign Affairs received a presentation by the Center’s officials who put special emphasis on the importance of international cooperation in dealing with new global challenges.

The official said Algeria, a stable country in a turbulent environment, attaches “paramount importance to stability and security and international cooperation in this field”.

He also stressed “the gravity of the terrorist threat and the exploitation by the terrorist and criminal groups of the internet and social networks for the recruitment and dissemination of radical discourse”.

In the same vein, Messahel highlighted that Algeria is interested in developing a cooperative relationship with this center, since the center has relations with the African Center for Studies and Research on Terrorism (CAERT ) and the police cooperation mechanism (AFRIPOL), two institutions housed in Algiers.
